Man pays water bill in pennies as protest

Virginia and Kenneth Frock of Littlestown paid a hefty water bill Monday. About 169 pounds.

Or, $255.50 in pennies.

Water usage in Littlestown is billed quarterly. And Kenneth Frock said that last quarter, his bill was about three times more than in any quarter in the last four years.

Littlestown Borough Manager Yvette Kreitz said a leak could have accounted for the higher meter reading, or maybe the Frocks just used more water than usual last quarter.

But Frock said there’s no way his usage could have increased that much.

“It’s a mistake in metering,” he said. “I had a plumber come in, at my own expense, and he found no leaks.”

Kreitz said residents who believe they have been overbilled for water can request their meters be tested. She said the borough, with Frock present, conducted a series of tests on his water meter and found it to be accurate.

“He used it,” she said about the water.

Not believing the readings, however, the Frock’s paid in pennies as a form of protest. The bill was due by 4:30 p.m. Monday and at 4 p.m., the Frocks wheeled a cart containing five bulging sacks of pennies into the borough office.

Kenneth Frock said his typical water bill has been between $85 and $95 per quarter. He and his wife use about 13 cubic feet of water per day, on average. But they averaged 31.3 cubic feet of water per day for the quarter from Nov. 3 to Feb. 7.

Frock said the borough installed a new meter at his house April 9. He had to pay the borough another $105 for the meter. But since it was replaced, he said the average usage dropped to a little more than 10 cubic feet per day.

Kreitz thinks both the new and old meters are accurate, and has an explanation to the drop in water.

“He must be more conscientious of the water he’s using now,” she said.

    All of us in my neighborhood in the borough have received bills that were at least 50% higher than previous bills. This is the second highest bill I’ve had in the 7 yrs I’ve lived here. Its just more Borough graft (in my opinion) They probably needed to pay for something in the borough so they hit up the water accounts!
